The light trail is produced beacause the exposure of the photograph was set to 30 seconds. This picture was taken near Cape Spear looking towards St. John's. Using a polarizer filter cuts the glare off the water and provides a window to see into the ocean.
Taken at sunset, Signal Hill was bathing in soft light at the moment the picture was taken. This perfect-lit situation for photography quickly goes away, just as the sunset does.
